According to paragraph 1 of Article 23 of the Law of the Republic of Kazakhstan On Technical Regulation in the Republic of Kazakhstan dated November 9, 2004 for No. 603-II ZRK (with amendments and additions as of July 10, 2012), the standards of the organization are developed and approved by organizations independently on the objects of technical regulation applied within the organization, including the components of products, terminology, acceptance and control system, technological equipment, tools, as well as the management of activities in organizations within the framework of the management system, development and production, and are not subject to accounting and registration with the authorized body.

Also, the standards of organizations that establish safety standards should not contradict the requirements of technical regulations and standards harmonized with them.

The procedure for the development, coordination, approval, accounting and registration is established in the national standard ST RK 1.2-2013 Procedure for the development of national and preliminary national standards.

The requirements for the construction, design, content, presentation of recommendations, the procedure for their development, coordination, approval, registration and application are established by the organization that approved them" - one of the norms of the Law of the Republic of Kazakhstan On Technical Regulation.

Products put into circulation in the customs territory of the Customs Union and manufactured according to the standards of organizations should not contradict the requirements of the technical regulations of the Customs Union.
